BUT if gparted is showing an incorrect size too (144115188.1 GB) there's probably some other problem (the drive itself or controller?, the usb cable?). If it's for linux-only, ext4 may be better, to retain file permissions properly. If you're going to use the external drive in other non-linux systems, ntfs is probably the better choice (or even fat32 but that has a major limitation: no single file over 4gb).
Choose what partition type you want to use (probably either ntfs or ext4).

You can install gparted from the software manager, or synaptic, or the terminal sudo apt install gparted, whichever method you prefer. If this is the first time using the drive, you'll probably need to partition it before you can use it.
